Jessica Heller

Jessica Heller is a senior associate at Kaplan Hecker & Fink LLP.

Jessica joined the firm from the U.S. House Committee on Oversight and Reform in Washington, D.C., where she was Deputy Chief Oversight Counsel. In her time with the committee, she initiated and led large-scale investigations into fraud, waste and abuse across the government and in the private sector. Her work on the Committee spanned a broad array of issue areas, including consumer protection, national security, immigration, education, and environmental justice, with several of her investigations attracting national press coverage. She was also a member of the investigatory and Senate trial team for President Donald J. Trump's first impeachment and helped to draft the impeachment report issued by the House of Representatives. 

During the 2020 election, Jessica worked for the Biden campaign first as a volunteer attorney, and later as Associate Counsel for Post-Election Strategy, conducting research on legal issues that would face the incoming administration and working to combat pervasive misinformation about the election.  

Previously, Jessica was an associate with Arnold & Porter Kaye Scholer LLP, where her practice focused on complex commercial litigation and internal investigations. She was a member of several trial teams and engaged in all aspects of trial preparation and trying cases to jury verdicts. She also represented large financial institutions, pharmaceutical companies, and individuals in response to investigations by the SEC, DOJ, and FTC.  

Jessica received her law degree from New York University School of Law, where she was a Staff Editor on the Review of Law and Social Change and a member of the HIV Law Society. Prior to law school, she received her B.A. in Political Science from Northwestern University.
